The fashion for an external enemy has existed since ancient times. Perhaps from the primitive communal system. With wars and clashes between tribes.

The opposition of a certain "superior" race to the rest, which are akin to animals and do not deserve pity, and the division into "ours" and "yours" is very beneficial. This can justify any violence against otherness.

Whole generations were brought up in the "good - bad" paradigm, learned the "correct" answers from the school textbook, repeated the truths approved by the elders and went on command to fight the indicated enemy.

The enemy is a great opportunity not to deal with yourself and what is happening around. Because it hurts and scares. Nobody wants to take an honest look at themselves, at their ugly, like Dorian Gray, portrait, admit their mistakes, stupidity, laziness, cruelty, indifference and arrogance.

People often blame others for their problems (people, nations, countries), they say: "They are to blame for everything!"

But imagine that you have been diagnosed with pneumonia, and instead of being treated, you start complaining to doctors about other patients and saying that your pneumonia will disappear if those with dysentery and meningitis are cured.

Your illness has nothing to do with their illness. You can “switch the arrows” to others as much as you like, but this will not make you healthier.
